- 4 cups shredded cabbage
- 8 slices bacon

Preheat the oven to 325 degrees Fahrenheit (165 degrees Celsius). Apply a thin layer of non-stick cooking spray to an 8x12-inch baking container.

Heat a substantial amount of vegetable oil in a large frying pan over medium-high heat; cook and stir ground beef until it reaches a crumbly, evenly browned state, and is no longer pink in color, approximately 8 to 10 minutes. Discard any remaining excess oil.

Combine the onions, water, tomato sauce, garlic, salt and black pepper in a bowl; bring the mixture to a gentle simmer. Introduce rice into the bowl, cover it, and cook for 10 minutes.

Layer half of the shredded cabbage in the prepared baking container; cover it with half of the beef mixture. Repeat this process to create a layered effect. Arrange strips of bacon over the final layer of beef. Cover the baking container with aluminum foil.
