Preheat your oven to 350 degrees Fahrenheit (175 degrees Celsius).

Next, place the bottom of a small saucepan or skillet over medium heat and sprinkle 3 tablespoons of brown sugar onto it. Allow the sugar to melt, then stir in water until it is completely dissolved.

Continue heating the mixture to a temperature between 234 and 240 degrees Fahrenheit (112 to 116 degrees Celsius), or until you perform the 'oft ball test'. To do this, drop a small amount of syrup into cold water and observe how it behaves - if it forms a soft ball that flattens when removed from the water, you have reached the correct consistency.

Pour this syrup into a round baking dish or deep dish pie plate and spread it evenly to coat the bottom.

In a separate bowl, combine 1 cup of brown sugar, whole wheat flour, wheat germ, and oats. Using your hands, mix in the margarine until you achieve a crumbly dough.
