- 3/4 cup water
- 1 1/2 pounds ground beef
- 1 teaspoon garlic salt
- 1/2 teaspoon onion powder
- 1 (16 ounce) can refried beans
- 1 (12 ounce) package corn tortillas
- 1 cup shredded Cheddar cheese
- 1 cup shredded Monterey Jack cheese

Preheat the oven to a medium-high temperature of 375 degrees Fahrenheit (190 degrees Celsius).

Combine dry enchilada sauce ingredients, as specified on the package, by mixing together the sauce with water and replacing tomato paste with the actual tomato paste.

In a large skillet, cook ground beef along with garlic salt and onion powder until it reaches a browned and crumbly state, approximately 5 to 7 minutes; discard excess fat.

Mix refried beans with half a cup of the prepared enchilada sauce and combine it with the cooked ground beef.

Dip enough corn tortillas to cover the base of a 3 quart-sized casserole dish in the remaining enchilada sauce. Arrange tortillas in a single layer at the bottom of the dish.

Place half of the meat mixture on top of the tortillas, covering them completely. Spread half of the Cheddar and Monterey Jack cheeses evenly over the beef mixture.

Add another layer of tortillas dipped in enchilada sauce on top of the cheese. Spoon the remaining beef mixture over this layer and cover it with a final layer of tortillas dipped in enchilada sauce.

Pour any remaining enchilada sauce over the layers and top with the final layer of cheese.

Cover the dish with a lid and bake in the preheated oven for 20 minutes. Remove from the oven and let it rest for 5 minutes before serving.
