- 1 (8 ounce) can tomato sauce
- 4 cups water
- 1/2 cup all-purpose flour, divided
- 1 1/2 teaspoons sugar
- 2 tablespoons cooking oil
- 12 (6 inch) corn tortillas
- 4 cups shredded American cheese

Preheat your oven to 350 degrees Fahrenheit, which is equivalent to 175 degrees Celsius.

Take a large skillet and heat ground beef over medium heat. Continue cooking, breaking up the meat with a spoon as it cooks, until it is no longer pink and has lost its raw appearance. Remove excess fat from the skillet using a paper towel, then sprinkle with chili powder, paprika, cumin, garlic powder, and salt to add flavor. Combine the seasoned ground beef with tomato sauce and 2 cups of water in the skillet.

Meanwhile, mix the remaining 2 cups of water with flour and sugar until the mixture is smooth and free of lumps. Stir this mixture into the simmering meat sauce, then continue to cook until it thickens and reaches your desired consistency, approximately 10 minutes.

Simultaneously, heat a small amount of oil in another skillet over medium-high heat. Warm tortillas by briefly submerging them in the hot oil, making them pliable and easy to fold. Place a small amount of cheese on each tortilla, followed by placing the folded tortillas in a 9x13-inch baking dish. Reserve some of the cheese to sprinkle on top, then pour the meat sauce evenly over the rolled tortillas.
