Heat a substantial skillet over an elevated heat setting until the bacon starts to develop a light golden hue, yet remains tender. Set it aside momentarily until it has cooled sufficiently to be managed.

Preheat your oven's high-heat component. Sprinkle halibut with pepper. Envelop one piece of bacon around each fish cube and fasten with a toothpick. Position on a baking sheet.
