Gradually add water and whisk until smooth, incorporating minced garlic for added flavor. Next, chop green onions and stir them in along with a drizzle of sesame oil to enhance the aroma. Finally, add sugar and grated ginger to balance out the flavors.

Mix everything together until well combined, adding more hoisin sauce if necessary to achieve a thicker consistency. Cover the bowl with a lid and refrigerate for 1 to 2 hours, allowing the flavors to meld together.
